The Manufactured Housing Program accepts complaints about HUD manufactured housing, modular housing, and manufactured housing communities.
Complainants can either file their complaint via the below webform or download and complete the appropriate PDF form and email the completed form to manuhousing.moca@maine.gov.
File a Complaint webform
Prior to submitting complaints, contact the community owner or dealer/manufacturer in writing regarding the issues outlined in your complaint. MHP advises complainants keep a copy of their complaint for personal records. MHP also advises complainants to send copies of pertinent papers with complaint forms as opposed to the original documents.

Completed forms can be emailed to manuhousing.moca@maine.gov.
If complainants fail to provide the information requested in the form, the investigation may be delayed.
MHP does not have statutory authority to handle landlord/tenant issues in manufactured housing communities. For these issues, contact the Maine Office of the Attorney General.
MHP does not have jurisdiction on cosmetic, contractual or issues beyond the statutory warranty period of 1 year and 10 days.
