Coplin Plantation Subdivision (SP 4103)

Last Updated: October 2, 2026

On November 4, 2025, the Commission received an application for a Subdivision Permit (SP 4103) pursuant to 12 M.R.S § 685-B from Loaf Land Development, LLC (the Applicant). The Applicant is seeking approval for a twelve-lot, high-density, basic layout, upland, residential subdivision in Coplin Plantation, Franklin County. The Subject Parcel is approximately 24.5 acres in size and described as Coplin Plantation Map 7, Lots 2 and 12. The Subject Parcel is located within the Residential Development (D-RS) subdistrict.

The Commission received multiple requests to hold a public hearing on the application. On April 30, 2026, LUPC staff determined that the application was complete for processing [see LUPC Chapter 4, § 4.05(A)(5)(a)], marking the beginning of the 45-day period within which the Commission must decide whether to hold a public hearing. At its regular business meeting on June 10, 2026, the Commission voted to hold a public hearing and conduct a site visit.

The site visit will take place on Tuesday, October 13, 2026, at 1:30 PM. The Commission will gather across the street from 44 Mountain Road in Coplin Plantation (at the ‘top’ of Mountain Road) at the entrance to the proposed subdivision.  While members of the public may attend, comments may not be made during the site visit and must be reserved for the public hearing.

The General Public Comment Session of the public hearing will take place on Tuesday, October 13, 2026, at 6:00 PM at the Town of Eustis Community Building, 84 Main St, Village of Stratton, Eustis, Maine. The Applicant will provide an overview of the project before the Commission hears public comments. Notice for the hearing and site visit has been provided to the persons and by the means specified in LUPC Chapter 4, § 4.04(B)(5)(a) and is available in the table below. The public may attend the General Public Comment Session and offer testimony in person or virtually. The virtual hearing will be hosted through MS-Teams, and the link to the hearing will be provided on the LUPC’s Calendar Webpage. Persons wishing to participate virtually during the hearing are advised that the hearing will not be postponed or rescheduled in the event of technical difficulties affecting virtual participation. Additional information about participating in the hearing may be found in the First Procedural Order and in the Hearing Notice, both available in the table below.

The Technical Session of the public hearing will take place on Thursday, November 11, 2026, at 10:30 AM at Jeff’s Catering & Event Center, 15 Event Center Way, Brewer, ME. The Technical Session is intended for the presentation of expert and technical evidence and participation is limited to the Applicant and Intervenors. The general public may attend the Technical Session in person or virtually but will not have the opportunity to offer oral testimony at the session.

Written comments related to the Application and information presented at the General Public Comment and Technical Sessions may be sent to tim.carr@maine.gov at any time up to the close of the hearing record on December 2, 2026, at 11:59 PM. Audio recordings of the General Public Comment and Technical Sessions will be made available in the table below.
